Illegal drugs are drugs which have legal limitations on their ownership or use—in other words, it is against the law to possess or use them.
A drug is any chemical that affects the human body or mind when it is swallowed, breathed in, injected or consumed in another way. While there are controlled drugs that are legal to use if you have permission from a doctor to use (a "prescription" drug), other drugs are illegal—meaning you are never allowed to have them. Individual countries and places may have different laws about different drugs.
